The account preference determines the unit of measurement used when creating the Cieblink purchase / order / quotation / price inquiry.

It is always possible to change the unit of measurement of an order directly in the order for example.

The initiator of an order is the only one who can change the unit of measurement of that order

When the customer creates the purchase, the supplier will not be able to change the unit of measurement determined by the customer and vice versa.
